电力市场化改革后,电力企业的经营目标与普遍服务的基本原则发生了冲突,电力社会普遍服务问题逐步显露出来,引起了政府的高度重视。中国农村电力社会普遍服务取得了很大的成绩,但至今还缺乏明确的法律框架。本文对中国农村电力社会普遍服务的现状、目标、难点及其对策进行了探讨。
Abstract：After the marketization reform of power industry,electric power enterprise's business goal conflict with the basic principle of universal service,the problems of power universal service gradually revealed,and it has aroused the government's great attention.Great achievement has been obtained,but the tangible legal framework still remains vacancy up to now.This article focuses on the current situation,goal,difficulties and strategies of our rural area power universal service.
