1996年施行的《供电营业规则》因已严重滞后于社会发展，对其进行修订十分必要。新《供电营业规则》在充分考虑电力体制改革成果、电力技术进步、营商环境优化、其他法律变化的基础上，通过落实供电企业与用户之间的平等民事法律关系，对二者之间的权利、义务与责任按照平等原则重新进行了构造，以期实现良好营商环境的营造和人民群众“用上电”“用好电”的目的。
Abstract：The Power Supply Business Rules implemented in 1996 was necessary to be revised because it lagged behind social development. New Power Supply Business Rules, fully considering the basis of the power system reform achievements, electric power technology progress, business environment optimization and other legals changing, through the implementation of the power supply enterprise and the user equal civil legal relationship, has structured the rights, obligations and responsibilities between the two in accordance with the principle of equality, in order to achieve the purpose of constructing a good business environment and the people's access to quality and reliable electricity.
